canRide

Determines if an item that needs numCellsNeeded cells can get on at the start location and ride to the end location: end must be reachable from start, and the cells from the entry cell at start to the exit cell at end must number at least numCellsNeeded, so that the item is fully on the conveyor by the time it reaches end. A ride that begins at an entry location must satisfy this.
