Sets who goes first at entryLocation when a request is waiting to enter and an item riding on the conveyor is about to move into the entry cell. By default (false) the riding item goes first, and the request waits until no riding item is about to move into the cell. With true, the waiting request goes first: it may take control of the entry cell, and the riding item waits behind the blockage. Requests at an entry gain access in turn either way.
