Gives the transporter back to its pool.
If anything is waiting for a transporter, this one goes straight to whoever has waited longest and the idle rule is not consulted: sending it off to a home base while work waits would be worse than useless. Otherwise the pool's idle rule decides where it waits, and the entity does not wait for it to get there.
The request is inert afterwards.
