Consolidating
Fill a vehicle that has room, rather than giving it one task and moving on.
A decorator, because consolidating is orthogonal to choosing: whichever rule picks the vehicle for a task -- nearest, least used, an auction -- the question "and could that vehicle also take the next one?" is the same question. Wrapping keeps the two decisions separate and lets any inner rule be made capacity-aware without being rewritten.
It changes nothing for a fleet of capacity one, which is the property that makes it safe to make a default later: with no spare capacity there is never a second task to add.
The extra tasks are taken in board order — that is, in whatever order the task selection rule put them — and vehicles are considered by name, so the answer does not depend on the order the inner policy happened to return its proposals in (C1).
What it does not do is decide the order the vehicle visits the stops in. That is the tour policy's decision and it is made later, once the vehicle knows everything it has been given.
