Asks the fleet to run one cycle of a line.

Posted onto the same board as everything else and decided by the same policy, so a fleet that runs services and also carries posted loads allocates between the two through one decision rather than two -- which is the whole reason a route system is a configuration here and not a second subsystem.

One post is one cycle. A service that runs all day is a model that posts again when the previous cycle ends, which is a decision the modeller can make on headway, on a timetable, or on whatever else the study is about. A cycle that is never re-posted simply stops running, visibly, rather than a vehicle silently continuing to circle.

Nothing is suspended on it, so it may be cancelled: taking a service off for the rest of an hour strands nobody aboard, because a rider whose vehicle is withdrawn is set down by the end of the tour and its own process asks again.
