Sampled where charge is checked -- at the substrate's decision points and around charging -- rather than continuously, because a quantity derived from odometers has no events of its own to sample at. Between two decision points it falls monotonically, so the readings bracket the true minimum to within one of them. A substrate with coarser decision points brackets it less tightly, which is the honest consequence of asking less often.
