The whole procedure, not the repair alone: the wait for a technician, the walk to the vehicle, the assessment and any tow are all time the vehicle was not working, and a row named for the repair while measuring all of it would say the wrong thing. What the repair itself costs is the failure model's own repairTime random variable, which is what the default policy delays for.
