Holds the vehicle at stop until somebody joins the line there or until arrives.
The waiting half of a load-driven departure. It reports nothing: a vehicle standing at a stop is already visible in its own time-on-task and in the stop's queue, and a third row saying the same thing in a third way is how a report becomes unreadable.
