Empty under the passive paradigm, where nobody drives: a transporter fetches and carries on an entity's behalf and the entity is in one of the two queues above. It is the active paradigm's vehicle agents that wait here, for their own body to finish a leg -- including a leg with nothing aboard, which is a wait neither of the other two describes.
