Starts a transporter that a TransporterMovementGateIfc halted at a zone boundary.
Nothing else will: a halted transporter has nothing scheduled and nobody waiting on it, which is the point of halting rather than blocking. Whatever refused it passage is what decides it may go on, and this is how it says so. Harmless on a transporter that is not halted.
