Is consolidation actually happening? A capacity-four fleet whose loaded moves average 1.02 has bought nothing: it has the room and is not using it, and no time-weighted row says so as plainly. Observed when a movement begins rather than per journey, so a transporter redirected mid-move records the new movement as well -- which is right, because it is a different move.
