TOWED

Being moved by something other than itself -- pushed or towed off the guide path by a person.

Its own state rather than a borrowed one. A towed transporter is moving, so it holds and gives up zones exactly as a driving one does and obstructs traffic exactly as much. But it is neither transporting nor running empty under its own power, and counting it as either would put a vehicle that has broken down into a utilization figure meant to describe vehicles that are working.
