How an in-service unit is treated when a failure occurs:

PREEMPT_RESUME: interrupt the in-service work immediately; bank its remaining time and resume it (for that remaining time) after repair.
FINISH_THEN_FAIL: let in-service work complete first, then take the resource down for repair.
