The penalized objective function value judged at the supplied evaluationNumber rather than at this solution's own.

Prefer this wherever more than one solution is being compared, scored, or fitted: the penalty multiplier is iteration-relative, so values read at each solution's own clock are values of different objective functions. See ksl.simopt.evaluator.SolutionScorer.
