A factory rather than a shared instance: refiners carry per-run state such as guard rejection counts, so handing the same object to two concurrent fits would let one run's diagnostics contaminate the other's.
The default is local search over the cut positions, which the designed experiment measured as the best of the available refinements. Pass NoRefinement() for the unrefined baseline.
