What each criterion would choose, and whether it actually chose.
A criterion whose smallest value sits at the largest count fitted has not selected a number of components — it has run out of candidates, and would keep going if the range were widened. That is a different thing from choosing, and the two are indistinguishable if only the winner is reported.
