Used in the calculation of the incomplete gamma function

Defined as Gamma.DEFAULT_MAX_ITERATIONS rather than as its own number. The non-recursive cdf path hands this straight to Gamma.incompleteGammaFunction, so a value of its own would only create a way for the Poisson route to fail on a mean that the same computation reached through Gamma handles. Both were independently set to 5000.
