FIRST_RANK_COUNT

Compares how many metrics rank each alternative first.

This counts winners rather than combining values, so an alternative ranked first by a bare margin on three metrics beats one ranked a close second on all of them. It answers a different question from WEIGHTED_VALUE and the two can disagree.
