Whether an idle transporter obstructing another ends the replication instead of being warned about and counted.
Off by default, and the asymmetry with deadlock is deliberate. A cycle cannot resolve itself, so it is always an error. An obstruction can: dispatching the idle transporter clears it, and the condition is judged from a single instant, so raising by default would fail models that are perfectly sound. Set this when a study needs the obstruction treated as a design failure rather than as a warning, and expect occasional false alarms in exchange for certainty.
