carryingRate

Network-level continuous inventory carrying rate (per unit value per modeler time unit). A control: rates are pure end-of-replication multipliers, so changes between replications are always sound; changing a rate during a replication is rejected (it would alter the in-flight replication's cost accounting). Per-node resolver overrides (see PerNodeIHPCostFormulation) take precedence for their nodes; this value governs all other nodes.
