The penalized objective is not a property of a solution; it is a property of a solution and a clock. With a dynamic penalty, f + M0 * k * v at k = 1 and at k = 500 differ by five hundred times on the violation term, so two solutions read at their own clocks are values of two different objective functions.
Use this for REPORTING — a database column, a trace, a log line — where the value wanted is the one the solution carried. For any decision taken over more than one solution use penalizedObjFncValueAt or a SolutionScorer, and for choosing what to report prefer FeasibilityFirstComparator, which is clock-independent by construction.
